Independent Remuneration Panel Report
Bracknell Forest Borough Council has received recommendations from an Independent Remuneration Panel in respect of its scheme for the payment of allowances to Members. These recommendations were approved at Council on 27 February 2008.
The Panel:
- Approved the current indices for up-rating the various allowances on an annual basis, and recommended that the Dependants Carers’ Allowance (DCA) is also indexed.
- Confirmed, for another four years, of the right of the Council to decide whether Members can join the Local Government Pension Scheme.
In addition, the main features of the Panel’s recommendations are:
- That there should be no changes in the level of basic and special responsibility allowances (SRAs), nor any additional SRAs.
- That extra paragraphs are added to the scheme to clarify:- the operation of the DCA; arrangements for payments in an election year; the criteria permitting Members to attend conferences and seminars and what they may claim for such duties; when claims by Members have to be made; Members’ entitlement to ICT equipment and support; what a Member may claim in respect of broadband; and the process of claiming for respective allowances.
- That a full review of the scheme should be held by the end of the 2008/09 municipal year, or earlier if the Council requests such a review, that would allow for a wider range of evidence, views of Members and the operation of the current scheme within the new legislative context to be considered.
