Joint East Berkshire Health Overview and Scrutiny Committee

The Joint East Berkshire Health Overview and Scrutiny Committee is a joint body whose membership is taken from the three unitary authorities covering East Berkshire, namely, Bracknell Forest Borough Council, Slough Borough Council and the Royal Borough of Windsor and Maidenhead. The Joint Committee carries out joint health scrutiny work across East Berkshire under powers to scrutinise the National Health Service (NHS) contained in the Health and Social Care Act 2001. A subsequent Direction issued by the Secretary of State in July 2003 requires the establishment of a statutory joint health overview and scrutiny committee to consider and respond to proposals for developments or variations in health services that affect more than one local authority area. This is especially the case when the proposals are considered substantial for the areas affected.

The Chairmanship of the Joint Committee is rotated annually between the three East Berkshire authorities and it appoints two vice-chairmen from each of the other participating authorities. It meets quarterly and rotates the venue for the meeting with the first and last meeting being held in the premises of the authority from which the Chairman is appointed for that year. Administration of agendas and minutes follows annually with the rotation of the Chairman. Meetings of the Joint Committee take place in public and are advertised as such in each authority area.

The Joint Committee may ask individuals to assist it on a review by review basis. Independent professionals or those with specialist knowledge may be requested to give their expert advice to the joint committee during a review, without being co-opted. The joint committee also receives and considers responses from NHS bodies to its reports and reviews as empowered under the Act.
