Bracknell Forest Council is responsible for parking on the public highway and within Council-owned car parks.
Legally, public roads are provided for the unrestricted movement of traffic. However, British custom and practice is that vehicles are allowed to park on-street where it is safe to do so, unless specifically prohibited. The Council’s policy is to use parking restrictions (for example, yellow lines) primarily to address traffic congestion or road safety problems.
A team of Council parking attendants is employed to patrol the streets and car parks to enforce the regulations when they are broken.
Why does the Council enforce parking restrictions?
We want to:
- Encourage sensible and safe parking in Bracknell Forest, which will benefit all highway users including pedestrians, cyclists and bus passengers
- Reduce illegal, dangerous and inconsiderate parking
- Cut congestion and the resulting pollution it causes
- Help the emergency services to get across Bracknell Forest
What is the job of the parking attendants?
Dressed in distinctive blue uniforms, with an identification number and badge, they serve Penalty Charge Notices (PCNs) to vehicles parked illegally. Their identification number also appears on the PCN.
The police continue to enforce:
- Parking on footways (unless a yellow line or parking restriction is alongside)
- Dangerous parking where parking restrictions do not exist
- Obstruction offences
There is no link between the number of PCNs served and parking attendants' pay, or other incentives.
Parking attendants are able to serve PCNs on any day, and at any time that a parking restriction is in force.
